What is the best way ( correct way) to remove the environmental emissions canister assembly from a new BIMOTA?

The bike is a USA model and in order to be street legal in California these bikes have a emissions control system that vents gas tank/gas cap fumes into a charcoal filled canister and then recycles them back into the system.

Since I dont live or ride in California I have no need for this device and would like to remove it ( it is not a required device in my state).

Any help would be appreciated.
