Correct, you should see a ground signal on the black-cyan wire when you supply power to the ecu. I'm in the USA also. Yes, Bob is a great guy, I know him personally. He can fix you up!

Check the pins #17&34 on ecu connector for ground and pin #35 for +12v (ignition turned on).
If these pins check out correctly then you have a bad ecu.

It makes a big difference. How you install the bearings determines if the wheel is centered correctly. And lets not forget about the rotors and sprocket.
